After almost 2 years of deliberation, the Public Employee Benefit Board has finally announced which insurers will be holding the contracts to provide insurance for public employees beginning in 2015.
When Coordinated Care Organizations were originally created in 2012, Governor Kitzhaber indicated that he believed the PEBB insurance contracts would gradually convert into the CCOs. As the bidding process evolved, many pros and cons emerged of folding PEBB into the CCOs.
The final contracts awarded will offer public employees a blend of insurance options, ranging from private insurers to CCOs depending on geographic region.
OANP has advocated before the PEBB Board to encourage them to make sure the final contractor offered non-discriminatory access to naturopathic physicians. Through public input from state employees, testimonies before the Board, and numerous conversations with Board members and staff, OANP succeeded in making sure that the scoring process for the contract bids included criteria for diverse and inclusive provider networks that include NDs.
The final contract winners are: PEBB Statewide – administered by Providence Health Plan Kaiser Permanente Northwest with two plans: HMO and Deductible Providence Choice – administered by Providence Health Plan Moda Health Summit and Moda Health Synergy Mid Rogue Independent Physicians Association Trillium CCO – administered by Trillium Community Health Plan
