NDs with high volume medicaid practices could receive $63,750 over 6 years

After years of OANP advocating for inclusion in the program, the Oregon Health Authority (OHA) has informed us that on May 3rd, 2017, the Centers for Medicare and Medicaid Services (CMS) gave their official approval for Oregon naturopathic physicians to be considered an eligible professional type for the Medicaid EHR Incentive Program. This is a first for NDs in the nation, and we have to give our heartfelt thanks to the staff at OHA who tirelessly advocated on our behalf!
CMS initially denied OHA’s request in December 2016. OANP requested assistance from Senator Merkley and Senator Wyden's office, and the OHA was persistent in appealing the decision. OHA was able to get CMS to understand that Oregon is a unique state because Oregon Medicaid has covered NDs since 1994 and reimburses NDs according to the physician fee schedule. CMS has now agreed that Oregon naturopathic doctors should be able to participate in the Medicaid EHR Incentive Program if program eligibility criteria are met.
Starting Monday, May 8, 2017, eligible NDs will be able to submit a Program Year 2016 attestation to the Medicaid EHR Incentive Program. The Medicaid EHR Incentive Program offers eligible professionals up to $63,750 over six years to adopt, implement, or upgrade, or meaningful use certified EHR technology. Providers can receive their first year’s incentive of $21,250 for adopting, implementing, or upgrading to certified EHR technology. For subsequent years, providers must meet meaningful use requirements, and are eligible for $8,500 each year of participation up to program year 2021.
Providers must meet a 30% Medicaid patient volume criteria to be eligible. For more information on eligibility requirements, please visit OHA's website.
CMS has also approved an extension of the Program Year 2016 deadline to July 31, 2017 to allow NDs more time to submit an attestation. This extension is for NDs only. The deadline for all other eligible professional types remains May 31, 2017.
On May 18th, from 11:30am to 12:30pm, the Medicaid EHR Incentive Program team will be hosting a webinar to provide NDs with the information and resources necessary for submitting an attestation, as well as provide an opportunity for NDs to ask questions.

OANP member Vanessa Esteves, who completes the application for 20 providers in her own clinic each year, will also be providing consultation services for a fee to NDs who would like to contract with an experienced administrator to submit the paperwork on their behalf each year.
