<title>OBNM 2019 License Renewal Information</title>

<description><![CDATA[<p><strong>A reminder that it is license renewal time! The Oregon Board of Naturopathic Medicine has moved to a new licensing database, so renewal will look a little different this year.</strong> </p>
<ul>
    <li>Licensure Renewal Period: December 1 – 31, 2019 </li>
    <li>Licensure Renewal Late Fee: Renewals submitted after December 31st 2019 @ 11:59pm will be charge a $150 restoration fee addition to all other licensure fees. </li>
    <li>Continuing Education (CE) Audit Process: As part of the renewal procedure, all licenses shall provide the Board with a list of all CE credits earned in the previous year.
    <ul>
        <li>Ten percent (10%) of licensees that submit renewal applications will be selected at random for audit. </li>
        <li>Licensees selected for audit will be notified on/about February 1, 2020 and will have 15 days to submit supporting documentation. <br />
        </li>

<p><strong>OBNM Rule Changes Proposal: </strong><br />

The Board of Naturopathic Medicine is proposing several rule changes to Oregon Administrative Rules Chapter 850.   The Board submitted several draft rule filings with the Secretary of State, all drafts are available on the Administrative Rule Link on the agency website.   The Board also posted all of the draft filings of the proposed rule changes on the <a href="https://www.oregon.gov/obnm/Pages/index.aspx" target="_self">Board website</a>.<br />

In compliance with statute and rule, the public comment period for the aforementioned rule filings ends on January 15, 2020 at 9am.  However, the Board encourages you to review the draft rules and provide your feedback and/or suggestions to the Board for consideration prior to their bi-monthly Board meeting on December 9, 2019.  (To be clear –  the Board will review all public comments received up to the January 15, 2020, deadline. The request for an earlier response is for the Board efficiency only.) <br />

This will be an informal, casual meet and greet where we can chat and discuss a vision for forming a more definitive network of PCPs.&nbsp;</span><br />

The Oregon POLST Coalition has been working hard on quality improvement for the program, and revising the POLST form. <br />

<strong>Policy Recommendation for Quality Measures</strong><br />
Adapted from Charlie Sabatino's "POLST: The Seven Deadly Sins," the Oregon POLST Coalition approved the policy recommendation for Quality Measures. This policy was based on a quality improvement initiative to reduce the use of POLST in those who are "too healthy" to have a POLST form. <br />

<strong>Recommendation for Future Form Revision:</strong> <br />
Remove Section C On June 21, the Oregon POLST Coalition approved the removal of Section C (Artificially Administered Nutrition) from future versions of the Oregon POLST™ form.  Currently, there is no timeline for the next form revision. <br />

The last year was one of continued growth for the Registry in nearly all aspects - form volume, emergent, and business office POLST requests, business office calls, new Registrants, new partnerships, and new technologies.  The Registry team continues to be grateful for the support of the Oregon Health Authority, the OHSU Department of Emergency Medicine, the OHSU Emergency Communication Center, the Oregon POLST Program, and the thousands of health care professionals who help to expand access to patient wishes for end of life treatment by submitting POLST forms to the Registry. <br />
<br />
The Oregon POLST Registry continues to be unique, and remains the only legislatively-mandated and funded statewide Registry of its kind.  Its ongoing utilization for patient treatment, health care provider decision making, quality assurance and improvement, and research continue to demonstrate its impact on end of life treatment and policy in Oregon, and across the nation. <br />

I am honored to work with the dedicated group of people who operate and support the Oregon POLST Registry, and am pleased to present our 2017 Annual Report.<br />

</b>The Oregon Association of Naturopathic Physicians (OANP) is a non-profit, professional membership association representing Naturopathic Physicians (NDs) in the state of Oregon and supporting NDs all across the globe.&nbsp;</p>

<b>What is the mission of the OANP?</b><br />
The mission of the OANP is to support our members and improve the health of the public through the advancement of Naturopathic Medicine. We strive to serve the naturopathic profession and community through a commitment to excellence. Here's a snapshot of what OANP does:<br />

</span><b>Legislative Advocacy:</b><b>&nbsp;</b>The OANP represents the interests of its members before state legislative and federal government bodies. The OANP has an active presence in Salem among Oregon’s lawmakers as well as various Oregon government agencies. In order to promote the profession of Naturopathic Medicine, the OANP works to educate legislators, monitor legislation, and advocate for or defend against bills, which affect the scope of practice of naturopathic physicians.<br />
<br />
<b>Continuing Education:</b><b>&nbsp;</b>Access to FREE continuing education for naturopathic physicians and other health care professionals.</p>
<p><b><span>Public Outreach:</span></b><b><span>&nbsp;</span></b><span>The OANP provides education for the public about naturopathic medicine and connects the public to NDs through referrals to qualified member physicians. We also work with government officials and insurers to improve access to naturopathic insurance coverage across the state.<br />
<br />
</span><b>New ND Toolkit:</b> A toolkit for NDs that are new to practice. Complete with advice for joining different practice types, forms, business models, employee handbook templates and more! Launching Fall of 2018.<br />
<br />
<b>OANP Mentorship Program:</b> Launching in September 2018, this program pairs students to NDs that are already in practice. Mentors help guide students valuable, real-world scenarios, and help teach skills that are difficult to grasp in a classroom setting or workshops.</p>

<title>Senate Bill 856 Education</title>

Senate Bill 856 has changed over 120 different statutes in the state of Oregon, and allows NDs to perform certain actions that allopathic physicians are already authorized to perform. We continue to send out these changes over the next few months to help educate the ND population. <br />
<br />
Here are some of the changes as a result of SB 856: <br />
<br />
<strong>Disability Requirements:</strong><br />
Adds NDs to list of providers that can certify that veterans meet disability requirements for tax exemptions, etc.<br />
<br />
<strong>Exemptions:</strong><br />
Adds NDs to exemptions from licensure as speech therapist/audiologist for performing audiometric testing<br />
<br />
<strong>Expanded Practice:</strong><br />
Adds patients in clinics of NDs to list of who can be treated by expanded practice dental hygienists &amp;denturists. Essential as more NDs are PCPCH &amp; in CCOs.<br />
<br />
<strong>Family Planning:</strong><br />
Adds NDs to providers who may offer family planning and birth control services, ability to recommend voluntary sterilization and/or abortion or abstain from recommending abortion reporting.<br />
<br />
<strong>Fees and Payments:</strong><br />
Adds NDs to providers who can receive fees for cystic fibrosis services.<br />
<br />
<strong>Financial Disclosure:</strong><br />
Adds NDs to providers who must inform patients of financial interest in treatment or diagnostic facility to which they refer.]]></description>
